February 29, 1996: President Daniel Moi appoints Professor Phillip Mbithi the Secretary-General of the East African regional secretariat, sacks Cabinet Minister Dalmas Anyango Otieno and announced several other changes in Government Ministries. The Kanu Chairman Mr. Wilson Ndolo Ayah replaces Mr. Otieno as Minister for Transport and Communications. Mr. Fares Kuindwa a former Permanent Secretary in the Ministry of Planning and National Development takes over the plum job of Secretary to the Cabinet and Head of Public Service which Prof Mbithi has held since 1991. Prof Mbithi refused to take up the new post and President Moi appointed Francis Kirimi Muthaura to the post. The sacked Minister was recently quoted in the local Press criticising the Government for reversing a sugar importation ban announced earlier.
