February 21, 1969: Kenya agrees to lift the emergency regulations in North-Eastern Province. It was announced at State House, Nairobi by President David Kenneth Kaunda (second right) of Zambia. This was after closing the second consultation between Kenya and Somalia, called under the terms of the Arusha memorandum of understanding signed 16 months ago through his mediation. The meeting had concluded these decisions: 1. Kenya agreed to lift emergency in NEP immediately.2. All refugees camps on both sides should disappear. 3. Kenya agrees grant an amnesty to all political offenders and to allow those who had fled the country return to their homes in Kenya 4. Kenya and Somalia agree to the free movement of livestock across their borders subject to grazing and disease control regulations.
