April 11, 2003: Health PS Julius Samson Meme is sent on compulsory leave, as four more former parastatal bosses faces corruption charges over the Euro Bank scandal. They included Mr. Isaiah Kiplagat, who used to head the Post Office Savings Bank, and Mr. Joshua Kibor Kiptoon, once in charge of the Pyrethrum Board. Also charged were the savings bank’s former finance director Daniel Kipsang Songok, and the former chief executive of Kenya Tourist Development Corporation, Mr. William Chelasaw. Prof Meme was sent home following his court appearance on Thursday when he was charged with abuse of office for putting Sh5l9 million of the fund’s money into Euro Bank. His minister who consistently defended him in Parliament, Mrs. Charity Kaluki Ngilu, refused to confirm or deny Prof Meme’s fate, saying only: “As you know, it is the prerogative of the President to hire and fire Permanent Secretaries. I’m therefore waiting for his decision on this issue.
