National Treasury Cabinet Secretary Henry Rotich (right) and his Tourism counterpart Najib Balala at Times Towers in Nairobi on November 15, 2016, during the launch of the Kenya External Resources Policy (KERP) was approved by Cabinet in December 2014. The KERP provides the legal, organizational, operational and accountability framework for guiding the sourcing and management of Official Development Assistance (ODA) for National and County Governments. The document was developed following wide consultations between Government Development Partners and Civil Society and the Academia.
