August 23, 1999: President Daniel Toroitich Arap Moi was the first to be counted as the Kenya population and Housing census gets underway. Enumerator Gideon Biwott conducted the exercise at State House, Nairobi, at 4.30 pm. Mr. Biwott is the supervisor and catering officer at State House. Vice-President George Saitoti and his family were counted next at his home. Prof Saitoti, who also holds the National Planning portfolio, is the minister in charge of the census.
