Description

August 3, 2004: MPs begin a debate to amend the review Act and give the House power to change the Bomas Draft, thus taking the first step to end the constitution review stalemate. The Bill sought to ensure that the review process was validated through an amendment to allow Kenyans to make a new Constitution through a referendum. Moving the motion on behalf of the Government Justice and Constitutional Affairs minister Kiraitu Murungi asked MPs to move away from politics of confrontation and give consensus chance. Describing the Constitution of Kenya Review (Amendment) Bill as a product of consensus efforts by MPs, Mr. Murungi said important amendments would be introduced to it at the committee stage to incorporate everyone’s views. Seconding the motion Mr. William Ruto, Eldoret North MP and the chairman of the Parliamentary Select Committee on the Constitution said the Bill would provide an opportunity to look at the contentious issues afresh and recommend the next step.
