Devolution Cabinet Secretary Anne Waiguru (Centre) addresses the press on July 4, 2014, during the establishment of a technical committee. The committee, constituting representatives from the Ministry of Devolution and Planning, Salaries and Remuneration Commission (SRC), Public Service Commission (PSC), and the Union of Kenya Civil Servants (UKCS), was formed to review house and hardship allowances in the Civil Service and advise on modalities to address the issue expeditiously.
