August 17, 1991: President Moi appoints a Commission of Inquiry to investigate all aspects of the study and implementation of the Kisumu molasses plant from the time of its inception to date. A Government statement said the Commission would study the reasons that led to the failure of the project and allegations made concerning mismanagement and corrupt practices .
The commissioners will be Mr Justice Joseph Mango, Mr Justice Barabara Tanui and Professor Mukras. The Commission is required to start work immediately and present its report to the President within two months.
