January 5, 1998: President Moi begins the final leg of his long reign with pomp, pageantry and a promise that he would fulfil every pledge he made during his campaign. He pledges that national resources would be used to build the infrastructure and that people would be at the centre of planning. “My’ next Government will be people-sensitive,” he said. The President was speaking during a grand swearing-in ceremony at Uhuru Park, Nairobi, witnessed by Presidents Benjamin Mkapa of Tanzania and Yoweri Museveni of Uganda. A large number of diplomats, judges and senior officials also attended. Chief Justice Zacchaeus Chesoni administered the oath at 11.30 am.
