May 11, 1994: President Moi rules out a new trade union for civil servants and said he had authorised a welfare association instead. “Who will serve the wananchi if the chiefs and DOs went on strike?” he asked. The President, speaking at Jomo Kenyatta International Airport on his return from South Africa, reversed an April 28 announcement by the Head of the Civil Service, Prof Philip Mbithi, and said he had authorised the formation of a civil servants association but not a trade union. “Where in Africa do you have trade unions within the civil service?” President Moi asked. “There cannot be two managements within the civil service.” After inspecting a guard of honour by the Kenya Army, 3rd Battalion, President Moi said the civil servants association should be in harmony with the civil service code of regulations and its articles of association would be scrutinised before it was registered.
