December 19, 1990: The Government bans for six months all the travel outside Kenya by all civil servants, parastatals and local authorities employees. A circular from the Head of Public Service and Secretary to the Cabinet Mr. Joseph Arap Leting (standing) says it will last from Jan 1, to June 30, 1991. He added that it has been prompted by acute financial constraints. The circular was addressed to all Permanent Secretaries, The Attorney General, Clerk of the National Assembly, and all heads of parastatal organisations. Sources in the office of the President said public servants with British Council scholarships who might require to travel abroad may be allowed to do so as long as they do not seek foreign exchange allocation from Central Bank.
