October 11, 1985: President Moi urges the National Resistance Army (NRA) leader to stop shelling Mbarara barracks and the Uganda Government to control and discipline its soldiers. The President who is the chairman of the peace talks between the two organisations, the third round of which ended in Nairobi more than a week ago to allow for further consultations. In a message sent to the Head of State, Gen Tito Okello, who is Chairman of the ruling Military Council, and to Mr. Yoweri Museveni, Chairman of the National Resistance Movement. (NRM), President Moi called for an end to further bloodshed pending resumption of the talks, He said: “Pending the outcome of the peace talks which have been going on in Nairobi and are to continue, I would like to inform Mr. Museveni’s National Resistance Army to stop shelling the Mbarara barracks since there are innocent women and children.” The NRA is the military wing of the NRM, the main guerrilla movement which was fighting to topple the government of President Milton Obote, which was overthrown in a military coup on July 27.Here, President Moi shaking hands with President Museveni after they signed the joint communique at Goma, Zaire in January 1986.
