The new service will be a self-accounting department in the Ministry of Information, Broadcasting and Tourism, and will be known as “The Voice of Kenya. The proposals are announced in a White Paper published in the form of the Government’s observations on the report of the Lutta Commission of Inquiry into KBC’s finances and administration. This White Paper is expected to be presented to the National Assembly when it meets for the Budget session next month. Other proposals are: The present KBC Board is to go. Instead there will be a new board with power to advise the Minister on programme policy but without power to take part in day-to-day administration. • There will be a new act, providing for the re-organisation, and providing for news services in different languages and fair balance in the allocation of broadcasting time between different political viewpoints among others.
