July 2, 1996: The Speaker of the National Assembly in a precedent-setting move bans any reference to the President in the Public Accounts Committee Report eagerly awaited by the House, In a surprise communication from the Chair after the afternoon question time, Mr. Francis ole Kaparo said he had instructed the Clerk, who is also the secretary to all House committees, to remove the words’ ‘the President” wherever they appeared in the recommendations and substitute these with “the Government” Once again, I am forced to comment on the activities of the Public Accounts Committee as I did on my ruling,” he said.
